The purpose of the Migrant Education Program (MEP) is to ensure that migratory children have full access to the same free public education as other children. 

Specifically, the MEP seeks to:
- Support high-quality, comprehensive educational programs to reduce disruption caused by frequent moves.
- Prevent migratory children from being penalized by disparities in curriculum, graduation requirements, and academic standards among states.
- Provide appropriate educational services, including support, to address the unique needs of migratory children in a coordinated and efficient manner.
- Ensure migratory children have opportunities to meet the same challenging academic content and achievement standards as all students.
- Design programs that help migratory children overcome educational disruptions, cultural and language barriers, social isolation, health-related issues, and other factors that hinder their success, while preparing them for post-secondary education or employment.
