The enrollment of homeless, migrant, immigrant, limited English proficient children and youth, and foster care students shall not be denied or delayed due to the following barriers:

• Absence of school records or transcripts
• Absence of a social security number
• Absence of a birth certificate
• Absence of immunization or health records
• Absence of a driver’s license
• Absence of proof of residency
• Absence of transportation
